Arrival to Osan Air Base (Patriot Express)

New arrivals will be escorted through the reception area, given a mask, required to collect their baggage, and provided customs and immigrations forms to complete and submit. Once cleared, new arrivals will be directed to board a bus and transported to USAG Humphreys reception center. Upon arrival to the USAG Humphreys reception center, all arrivals will be medically tested for COVID-19. All PCSing arrivals will be scanned into the DBIDS system, which is used to track personnel traveling on or off military installations. Travelers will then be required to provide travel documentation (orders, DA Form 31, negative PCR test, etc.). New arrivals with pets will be allowed to walk their pets outside in a designated pet area. Pets are to be in their crates when inside the reception center. Once new arrivals have completed all requirements at the reception center, all new arrivals will board a bus and be transported to their quarantine facilities or will begin their individually-tailored Quarantine Action Plan.

All USFK affiliated personnel who are fully vaccinated and who test negative for COVID-19 upon arrival will follow the U.S. Forces Korea policy for restriction of movement, which includes PCR tests upon arrival, at Day 6/7, and on Day 12. A fully-vaccinated person is defined as a person who has completed a U.S. Food and Drug Administration approved COVID-19 vaccination series, which includes 14 days to elapse upon completion of the last required vaccination.

Those who are not fully vaccinated will complete a 14-day quarantine 14-day quarantine, provided their second COVID-19 test, which is administered on day 12, comes back negative.

Personnel will undergo quarantine upon arrival to Korea. USAG-Humphreys is the primary quarantine location with U.S. Army Garrison Casey and U.S. Army Garrison Daegu serving as alternate locations if needed.

Personnel may quarantine at their established residence on- or off-post with chain of command approval and a chain of command approved support plan, also known as a Quarantine Action Plan. This plan must be endorsed by the chain of command in Korea, not the losing chain of command. If you are fully vaccinated and do not have an approved QAP, you can apply upon arrival at the Reception Center.

If a person’s test results come back positive for COVID-19, they will be transported from their quarantine facility or approved ROM location to the isolation facility under the care of medical professionals. People receiving medical care in the isolation facility are released after testing negative for COVID-19 twice in a 24-hour period and meeting all other USFK requirements for length of health monitoring.

Meals are provided while in quarantine. Personnel with dependents who do not want to receive DFAC meals can order and pay for groceries from the Commissary and cook in their rooms, but must coordinate for delivery through their sponsors. Anyone may also order and pay for takeout for delivery from on-post restaurants. All deliveries will be received by the building cadre and then delivered to you. Most rooms will not have cooking utensils and quarantined personnel should work with their sponsors to obtain these items if needed.

Upon completion of the 14 days, and all negative COVID-19 tests, you are released to your unit or organization. Those moving into barracks, SLQs, or on-post housing will go from quarantine to their residence. Those moving into off-base housing will move into lodging.

Arrival to Incheon International Airport (Commercial Flight)

USFK affiliated personnel who arrive at Incheon will be met by Eighth Army personnel when they clear customs. USFK affiliated personnel will be transported to USAG Humphreys reception center where they will be administered a COVID-19 test and registered in DBIDS. Following testing and registration, they will be transported to their designated quarantine facility or begin their approved Quarantine Action Plan. All USFK affiliated personnel will complete a 14-day quarantine. If a person’s test results come back positive for COVID-19 at any point during the quarantine, they will be transported from their quarantine facility or approved location to the isolation facility under the care of medical professionals. People receiving medical care in the isolation facility are released after testing negative for COVID-19 twice outside a 24-hour period and completing all other USFK-directed health monitoring requirements.

Upon completion of one’s quarantine or the pre-travel approved Quarantine Action Plan, including testing negative for COVID-19 throughout the quarantine, you are released to your unit or organization to finish in-processing. Those moving into barracks, SLQs, or on-post housing will go from quarantine to their residence. Those moving into off-base housing will move into lodging.
